Tonya Hawkins, CSM
Founder & CEO
Tonya is a systems architect, strategist, and community development leader with experience across government, defense, healthcare, human services, and community-based systems. Her professional background includes work supporting NYSD, NMIC, ONI, and the Washington Navy Yard, alongside leadership in Medicaid navigation, workforce development, mental health education, and trauma-informed systems design. A Certified Scrum Master, Agile Coach, Certified Peer Specialist, and Mental Health First Aid Instructor, she brings both institutional and lived experience to the architecture and design of practical, sustainable systems that connect organizations, resources, and communities, improve coordination, expand access, and support long-term community impact.
Tim Jones
Chief Operating Officer
Tim is a retired U.S. Navy veteran with an extensive career spanning military service and more than 20 years as a civilian professional supporting the Department of Defense and intelligence community. His background includes intelligence reporting, defense operations, organizational coordination, risk awareness, and work within complex government environments. His experience includes supporting mission-driven operations requiring accountability, sound judgment, and coordination across people, processes, and systems. At ICS Foundation, Tim applies that experience to operations, organizational infrastructure, implementation planning, and the practical systems needed to move initiatives from strategy into sustainable execution.
Malika Shaw
Chief Financial Officer & Treasurer
Malika is a business and financial leader with experience supporting government, defense, and private-sector operations. As an entrepreneur and executive, her background includes operational intelligence, government contracting, organizational management, financial oversight, and work supporting complex mission-driven environments. Her experience brings a practical understanding of the financial and operational structures organizations need to manage resources responsibly and support sustainable growth. At ICS Foundation, Malika applies that experience to financial stewardship, compliance, accountability, fiscal infrastructure, and the development of sustainable systems that support long-term organizational and community impact.
